Trinity County Mugshot Law
California law does not turn every booking photo into a public online image. Government Code 7923.610 requires local law enforcement to release listed arrestee facts such as name, physical description, arrest and booking times, bail, custody location, charges, warrants, and holds unless a listed safety or investigation exception applies. Why Trinity County Photos May Be Withheld

The county-wide public-records form located in the research is not a sheriff-specific booking-photo form. Still, its process notes are useful: make focused requests, expect a determination target, and understand that copy fees, deposits, or review limits can apply when records are available.
Photos Versus Court Records
A mugshot is a booking image. It is not proof of guilt, not a conviction record, and not the final list of charges filed in court.
